The British Columbia Treaty Commission is the independent and neutral body responsible for facilitating treaty negotiations among the governments of Canada, BC and First Nations in BC. The Treaty Commission does not negotiate treaties—that is done by the three parties at each negotiation table. The Treaty Commission and the treaty process were established in 1992 by agreement among Canada, BC and the First Nations Summit.

The Federal Treaty Negotiations Office (FTNO) represents all Canadians and federal departments and agencies in the negotiations. The goal of the BC treaty process is to build new relationships with First Nations, achieve certainty over ownership and use of land and resources, and enhance economic opportunities for First Nations. FTNO is a department within Indian and Northern Affairs Canada (INAC).

The Ministry of Aboriginal Relations and Reconciliation (MARR) represents the province in negotiating treaties and other agreements with First Nations to create economic certainty over Crown land and resources. MARR has the primary responsibility for forging new relationships with Aboriginal people, founded on reconciliation, recognition and respect.

The First Nations Summit

The First Nations Summit (FNS) is comprised of a majority of First Nations and Tribal Councils in BC and provides a forum for First Nations in British Columbia to address issues related to Treaty negotiations as well as other issues of common concern. As one of the principals of the treaty negotiation process along with Canada and BC, the First Nations Summit plays an important and ongoing role in ensuring that the process for conducting Treaty negotiations is accessible to all First Nations.
The Summit's mandate is to represent the interests of First Nations which have agreed to participate in treaty negotiations. The Summit's role is not to negotiate treaties on behalf of First Nations, but to support local First Nations' negotiations.
